Construction Claims Experience
   

Mr. Taylor has extensive experience performing construction claims work on a variety of projects at the federal, state, and private levels.  This experience includes:

Prepared entitlement and schedule analysis for a delay and impact claim resulting from defective and untimely design drawings on an earthfilled dam project built by the United States Bureau of Reclamation.  Performed litigation support and presented the claim analysis before Bureau of Reclamation, Government Auditing Office, and the local municipality that ultimately bought the project that resulted in a settlement in excess of $12 million.

Prepared entitlement analysis and managed schedule and damage analysis for electrical contractor's claims on a hydroelectric powerhouse project in Colorado.  This claim, which involved the recovery of damages for contract changes and construction delays caused by owner interferences and avoiding substantial liquidated damage assessment by the owner, was resolved at mediation without the electrical contractor having to initiate litigation against the Colorado municipality.

Preparation of entitlement analysis and damage analysis for electrical contractor's defective design, failure of owner furnished equipment, schedule and labor impact claim on a hydroelectric powerhouse project in Washington. 

Claims analysis, entitlement analysis, schedule analysis, and damage analysis for delay, acceleration, and impact claim involving the FMEF Project on the Hanford Nuclear Reservation in Washington State. Performed litigation support during the  month hearing before the Department of Energy Board of Contract Appeals.

Entitlement, schedule, and damage analysis for over-excavation and impact claim involving construction of a fish hatchery for the Corp. of Engineers in Oregon. Performed litigation support before the Corp. of Engineers Board of Contract Appeals. 

Prepared entitlement analysis involving defective design of structural, electrical, and hydraulic systems for a 330-foot trawler/surimi processor-fishing vessel built in Seattle, Washington.  This matter also involved owner equipment and design changes which impacted the structural design, affected the contractors schedule, and resulted in significant labor inefficiencies and material cost overruns.

Prepare entitlement analysis, schedule analysis, and damage analysis for delay and impact claim involving structural repairs and upgrades to an aircraft hangar for the U.S. Air Force.  This claim was resolved prior to hearing before the Armed Services Board of Contract Appeals.  In addition to the settlement, the contractor was award the attorney fees incurred pursuant to the Equal Access to Justice Act.
 

Prepared entitlement analysis, schedule analysis, and damage analysis for paving contractor on interstate highway project in Washington State.  The claim involved initial delays caused by projects adjoining the subject project and weather delays.

Prepared entitlement and damage analysis for electrical contractor for an addition and remodel of a maximum security prison for the Washington State Department of Corrections.  These claims by the electrical contractor involved subsurface changed conditions, defective design, and impacts caused the prime contractor and prison personnel.

Analysis of subcontractor's defective design, changes, and changed condition claim on behalf of the prime contractor's surety on a utilidor construction project at a U.S. Air Force facility in Alaska.  The matter was resolved prior to trial for the value of the prime contractor's exposure as determined from this analysis.

Prepared entitlement, schedule, and damage analysis for electrical contractor's defective design, schedule delays, weather inefficiency, and owner impact claim on a fish hatchery project in remote Alaska.  The three-member arbitration panel awarded the contractor 100% of the claim prepared and presented.

Performed project schedule and cost oversight for subcontractor constructing concrete structures for the primary transmission line to the sewage treatment plant in Seattle, Washington.

Prepared entitlement and damage analysis for acoustics subcontractors on an addition to the Stanford University Hospital.  The claim involved design changes and labor impacts caused by prime contractor.

Prepare entitlement analysis for defective reinforcing steel design claim for subcontractor on a floating bridge project in Washington State.  This claim was resolved without having to initiate litigation against the State of Washington.

Prepared entitlement analysis, damage analysis, and schedule analysis for a subcontractor's delay and impact claim against the prime contractor.  The subcontractor performed suspended concrete slab work for a five-story parking garage in San Diego, California.

Prepared entitlement analysis, damage analysis, and schedule analysis involving owner design changes and delays on a design/build, pre-cast concrete office building on the Department of Energy's Nevada Nuclear Testing Facility.  This claim was resolved without having to appeal the contracting officer's initial decision rejecting the contractor's claim.

Prepared schedule and damage analysis involving changed soils conditions, owner delays, and design changes for a condominium construction project above Lake Tahoe, California.

Prepared entitlement analysis for defective structural steel design claim for a glass enclosed museum in Seattle, Washington.

Prepare entitlement analysis, schedule analysis, and damage analysis involving owner interferences, design changes, and changed conditions on a municipal utility upgrade project in Washington.

Prepare entitlement analysis, schedule analysis, and damage analysis involving the impact of delayed material delivery upon project completion for a utility project for a municipal water district in Washington.
